As the commercial and urban center for the Uintah Basin in Eastern Utah, the City of Vernal provides services to 10,000 full-time residents and many more temporary and part-time residents. Energy development in the region added requirements for municipal services. Vernal City relocated the City Hall, Police, and Justice Courts from the previous building, which was 30 years old and had been remodeled once before, into a new facility, which provides critical additional space, addresses security concerns, and creates a true civic center for the city.
The 61,530-square-foot, two-story facility includes a partial basement and houses several departments including City Administration, Finance, Community Development, and Justice Court. Police facilities include space for dispatch, holding, evidence handling, patrol, investigations, records, and administration. The project also includes a detached police ancillary building for examination and storage of criminal property and files. A multipurpose public meeting room increases the functionality of the facility.
The unique radius entry design is inspiring and welcoming. A glass atrium captures natural light and beautiful views, radius entry stairs guide patrons to a breathtaking cantilevered mezzanine. High-end finishes include tray ceilings, soffits, ceiling tile clouds, imported porcelain tile, stained concrete, hardwood paneling, chair rails, crown molding, wainscot, solid cabinets, stainless steel railing, and solid wood doors.
The Vernal Municipal Center earned LEED Silver certification by incorporating sustainable design features:
- Minimized parking capacity and preferred parking for low-emitting, fuel efficient, and carpool vehicles
- Light-colored parking lot and roof
- Storm water detention and infiltration system
- Water-efficient landscaping and potable water
- FSC-certified wood
- Low-VOC building materials
- A geothermal ground source heat exchange system for HVAC systems
The HVAC system and other energy-efficient systems resulted in a 28 percent energy savings over ASHRAE 90.1 whie giving end-users a high-level of control for lighting and thermal comfort. More than 20 percent of project material was recycled content, and more than 20 percent of the project materials are regionally extracted, processed, and manufactured.
